I had worked as a lawyer for almost 20 years for CSX (the railroad) when the opportunity to retire with a pension and health care coverage first came up. My sons, Norman and Nathan, had finished college and we had paid off that debt. I was working to build my retirement fund and finish with mortgage payments. At 55, I was not intending to “retire” so much as to have some adventure, take a little risk, and try something new. The Peace Corps held some appeal – working in another country for a time was something I would like, and the program did accept older folks like me. I thought myself altogether trainable for some other task than lawyering, like teaching or digging water systems. An intriguing article in the Florida Bar News caught my eye in early 1996, however, telling the story of an American Bar Association program for lawyers overseas — more precisely, in Eastern Europe and possibly the former Soviet Union. It was called CEELI, for Central and Eastern European Law Initiative. It sounded like “Peace Corps for Lawyers” — a volunteer program working alongside the legal communities of these new democracies. Just a few months later, I was appointed as an ABA/CEELI “Liaison” to Kazakhstan for a year’s assignment, starting in August 1996. This book is the story of my adventures – compiled from the boxes of journals, letters and emails that I generated while working as a volunteer for the CEELI program in Kazakhstan from August 1996 through March 1997. As I look through these materials almost 20 years on, I am taken back to some amazing experiences and people; some professional challenges that were not all successfully overcome; but on balance a positive life-changing experience.
